Presentations:
Allison
Hewitt, Department of Health, spoke about the new updated briefing book that
was presented to the members of the NCSPHS Committee. The briefing book
outlines the monthly epidemiology report, the work with Parks and Recreation to
put together block parties for educational outreach, special reports such as
Zika, the community health improvement plan. CM Hazouri requested data that gives
data for Duval County, the surrounding northern counties and those across the
state to see where the focus can be directed in prevention. Ms. Hewitt stated
that we are in Zika season and there are no cases to report in Duval or the
surrounding counties.

Bill Summary Defer CM Hazouri raised a concern about the distance (500 ft.)
Medical Marijuana Dispensing Facilities need to be from schools based on
safety issues. Mr. Hazouri asked Ms. Fetner if there was a way to amend the bill
in order to follow State language, but allows the City to have leeway when it
comes to location. Ms. Fetner said that
the statute being worked with for the legislation, puts almost everything as
preemptive. The stature requires the City to treat dispensaries the same way
it does pharmacies in terms of location and permitting. Atlantic Beach and
Jacksonville Beach have the 500 ft. distance requirement from schools with no
waiver. CM Wilson asked Ms. Fetner to give a background of the
bill for the new Council Members. CM Morgan highlighted the ability these dispensaries have
in using a Cash App in order to not have all transactions be in cash. Ms.
Fetner talked about the other rules that dispensaries follow, such as needing
to use 24 hour surveillance, lighting requirements, two personnel must be
present at all times and from the hours of 9 pm to 7 am the dispensary cannot
be open. Kimberly Miller (Duval Public Schools) highlighted the
schools’ concerns with the waiver. Kimberly asked that an armed off-duty
officer be available at the dispensaries and to not cluster the dispensaries
(making sure dispensaries are at least 250 ft. from each other). CM Hazouri asked the chair to defer the legislation to be
amended based on concerns to the proximity the dispensaries will have to
schools. |

CM Morgan asked Kirk Wendland to talk about the bill and
she emphasized the importance of fighting blight in the city of Jacksonville.
Kirk Wendland of the Office of Economic Development
outlined the Façade Renovation Grant Program. This program also changes the
dollar for dollar match with every $1 of private investment will be matched
by $2 of a public match. The program is being implemented in order to move
the funds to needed areas of the city more directly. A cap of $5,000 in Economical
Distressed Level 1 and $10,000 in Economical Distressed Level 2. CM Wilson asked for a map of his district and information
that evaluates based on the new census. CM Pittman asked why some people are not qualifying for
the grants? Mr. Wendland answered that the reasons mainly have to do with not
being in the district. |

additional ramp would ease the congestion in the busy area. It would be the
first phase and allows the process to be expedited through this direct
funding. CM Hazouri asked about the relationship of the fish camp and the
city and the boat ramps. Daryl Joseph of Parks and Recreation explained that
the city owns the restaurant and it is under a long term lease and the boat
ramp is public. |
