Zika prevention through mosquito awareness and safe swimming practices. Additionally,
Ms. Hewitt mentioned that there are numerous summer food program sites in the
city where children in need may receive a free and healthy lunch.

Association. -

lease for the hospital is for 5 years with two 5-year renewal options. -

JCCI litter report, there were three recommendations to combat litter in the
city: enforcement, education and cleanup. Marsha Oliver, Director of Public
Affairs, said that there are several City education and awareness campaigns
in place, or in the planning stages, currently. CM Crescimbeni advocated for
a more robust litter policy, noting that enforcement has tended to be
insufficient and that the funding requested in this bill would not be enough
to make a difference city-wide. There will be a future noticed meeting to

attendance to speak about this bill. Ms. Gilman noted that some rights in the
proposed legislation are already federally protected rights, and that some of
the points in the bill may conflict with other City nuisance ordinances. Ms.
Gilman indicated support for the decriminalization of homelessness, but with
a pathway to services for those who need it. The local homeless shelters,
however, are all at capacity. CM Crescimbeni requested some follow up
information from the Homeless Coalition and Jacksonville Legal Aid, which can
better identify actual legal issues encountered by homeless individuals. Public comment: Mr. Whitfield, who works in social
services in Hemming Park, spoke about the importance of some form of
legislation to protect the homeless from discrimination from the police or
the public. Mr. Whitfield noted that there are good aspects in this bill, but
that it could be made better. CM Newby invited Mr. Whitfield to call his
office for further discussion. |
