Presentations:
- Alison
Hewitt, Department of Health (DOH), attended a public meeting held by
Council Member Reggie Brown on Thursday, April 26th. The purpose of the
meeting was to discuss bill 2018-195 regarding priority needs and issues
of concern and food deserts in the Northwest area of Jacksonville Ms.
Hewitt provided demographic information for various locations in the
Northwest Jacksonville Economic Development Trust Fund area. Also, data
was provided regarding the number of EBT (Food Stamp) recipients in Duval
County from April 2017 – March 2018 submitted by the Department of
Children and Families.
- Chief Kurt
Wilson, JFRD, distributed copies of the JFRD’s 2017 Year in Review. He stated the booklet would be modified
with the picture of the Fireman of the Year on the cover. The link to the
pdf version would be on JFRD’s webpage. Chief Wilson noted various
highlights regarding the department’s services and ratings.
- Jacksonville
is the largest city in the nation with the highest ISO (Officials from
Insurance Service Office) Class 1 Quality Rating. The rating is
beneficial for commercial and residential property owners, through
potential insurance premium reductions.
- The new Fire
Stations are located at Old Middleburg and Collins Rd (#61), Gate Parkway
and 9A (#63), and Cecil Field (#73).
- The American
Heart Association reports an overall survivor rate of 12% for out of
hospital cardiac arrests. However, JFRD’s Cardiac Arrest ROSC (Return of
Spontaneous Circulation) rate is 23%. A critical component in patient’s
overall survival is the quick access to defibrillation.
- The
implementation of Gross Decontamination of Protective Equipment has been
successful and is being duplicated among other municipalities.

("CDD"), which Redevelopmt Agreemt provides for the design,
construction, ownership, use, management, operations, costs, and financing of
the Southside Community Redevelopmt Area ("CRA") infrastructure
improvmts to be owned by the city, in conjunction with a CDD infrastructure
improvements proj to be undertaken by the CDD to support the vertical
developmt on the propty known generally as the JEA Southside Generation
parcel that developer intends to purchase; (2) an Interlocal Agreemt btwn the
DIA and the CDD to govern the respective obligations of the CDD and DIA in
connection with the CRA infrastructure improvemts; (3) A CRA Infrastructure
Improvemts Cost Disbursemt Agreement, governing disbursemts from the DIA to
the CDD for the design and construction of
the CRA infrastructure improvements on behalf of the City; and (4)
Related Agreemts as described in the Redevelopment Agreement; authorizing a
recapture enhanced value (rev) grant not to exceed $56,025,000 in connection
with the CDD infrastructure improvements project; authorizing the borrowing
and appropriation of up to $23,000,000.00 in funding from the city's
commercial paper facility in order to provide funding for the CRA
infrastructure improvemts proj; Providing for City Oversight of the proj by
Public Works and the CEO of the DIA; auth the execution of all documents
relating to the above agreemts and transactions, and authorizing technical
changes to the documents; waiver of that portion of the public investment
policy adopted by Ordinance 2016-382-E, which requires that in order for the
CDD to receive a Rev Grant, it must be in a targeted industry category, must
create at least 10 new full-time jobs, and that the wages therefore must be
greater than or equal to 100% of the State of FL average wage. (Sawyer)
