Presentations:
1.
Alison Hewitt, Department of Health
(DOH), stated the Zika update will no longer be a separate report due to the
decline in cases. The DOH will be
present at the TEU meeting to answer questions related to the septic tank
legislation. Council Members K. Brown, R. Brown, Gaffney, and Newby
participated in a community meeting with the department to discuss the absence
of grocery stores and opportunities available to relieve the community of food
deserts. The DOH recent staff transitions include Dr. Kelli Wells as the new
Statewide Medical Director for County Health Systems. The interim Administrator
for Duval County is Ms. Erin Hess.

Chief Kurt Wilson, Jacksonville Fire
and Rescue, provided a mid-year budget review. The committee was given details
on CIP projects, capital items, call volumes, hiring, and overtime. According to mid-year projections, overtime
is roughly 2 million under budget. 2017 had a 38% rating for minority hiring.
2018 hiring will be reflective of the community. The apprenticeship program has
six eligible to hire now, 10 eligible for August hire, and 56 others in various
stages of the program. Opioid responses are generally trending down with a
slight increase in March. Major items needed include body
armor & training, new bunker gear, and diesel exhaust
systems.
