Presentations:
Allison Hewitt, Health Department, provided the requested
list of commercial and industrial septic tanks within the city, and an update
on county health rankings.
Chief Castleman, JFRD, provided an update on the City’s
opioid pilot program. The program is experiencing success so far and expanded
last week to the St. Vincent’s Southside location. Those involved in the
program’s administration are pleased with how effective the peer specialists
are with the program’s participants. Councilman Crescimbeni asked about the
point of entry for patients, whether they have to have overdosed or if they can
walk into the ER and sign up for the program. It was recommended that someone
in those circumstances go directly to Gateway for treatment. Chief Castleman shared
a warning about the emerging presence of fentanyl which is now showing up in
cocaine, in addition to heroin. There were also some questions about how to get
someone into treatment that refuses, whether through the Baker Act or the
Marchman Act.

minor formatting/technical amendments. There was a lengthy discussion on this bill and how it
relates to the state statute. Councilman Crescimbeni asked about the
regulation which prohibits dispensaries from locating within 500 feet of
schools, in which waivers must be approved by council. If other proximity
waivers go to the Planning Commission, so this one should also. There were some questions about banning dispensaries,
which is an option under the state statute. CM Schellenberg said that since
the City already had a dispensary ordinance on the books, an outright ban is
prohibited. CM Crescimbeni requested more information, about how other
Florida cities are addressing dispensary regulations, from the Research
Division. |
