Presentation by Kids Hope Alliance CEO
Joe Peppers
Mr.
Peppers spoke briefly about KHA partnerships with city departments, such as
Parks, Neighborhoods, as well as the Library. These cross functional projects
have and will increase KHA’s capabilities to provide high quality children’s
programming. CM Pittman asked about offering more programs during weekends. Mr.
Peppers indicated that it was something under consideration potentially in the
future, but that it would require additional funding for the extra days, for
the services and staff.

Summary TEU: Defer FIN: App Approve 4-2 (CMs
Gulliford and Anderson in opposition) Steve Durden was in attendance to speak about this bill,
which in his legal opinion is outside of Council’s discretionary powers. Mr.
Durden said that City Council approves the budget for constitutional officers
but does not have the authority to dictate specific spending outside of the
budget process. CMs Crescimbeni and Boyer expressed concerns that Mr. Durden
had not stated his opinion earlier or in reference to a similar resolution. Mr.
Durden said that he did not weigh in on the similar resolution (2018-387)
because it was just an expression of council opinion and not legally binding
like this ordinance. |

substitute and re-refer 6-0 The sponsor of this bill, CM Brosche, was not in
attendance. CM Gulliford expressed his lack of support for the bill, noting
that the US gives aid to numerous nations and that it is nice to be on the
receiving end regardless of the country of origin. CM Hazouri read from a
list of foreign countries to which the US has given funds to over the years
without dictating the human rights requirements for each transaction. CM
Crescimbeni moved for a substitute that would change the existing language
(which asks for the grant funds to be returned to the UAE) to an expression
of gratitude and thanks to the UAE for providing the funds to the City. |
