Rules revision update: Peggy Sidman said that she had incorporated the
committee’s comments from the last meeting into a draft revision bill and
drafted a second bill to add clarifying language to the Rules regarding the
subject matter areas of each of the standing committees. CM Boyer said that she
has reviewed the 2 draft bills and is comfortable with recommending their
introduction. She asked the committee members to review the committee subject
matter bill to see if they had any additional suggestions or noticed any
missing subject matters. Ms. Boyer said that the Council is not currently
complying with the Ordinance Code requirement for waiving provisions of the
Code in ordinances and cited pending bill 2018-707 as an example of the failure
to follow the requirements in the bill drafting process. She recommended that
the Council and its staff be more vigilant in complying with the Code
requirements. Ms. Boyer distributed a draft language on what “measurable
success” means for purposes of discussing the crime prevention program
inventory at the Monday meeting. She envisions the completion of the
comprehensive inventory as a project for Year 1, followed by the development of
good performance measures in Year 2 of the project.
CM
Pittman cautioned that some organizations aren’t “cookie cutter” models and
their degree of success may need to be measured differently. CM Boyer felt that
the inventory should be organized by target groups or populations being served,
not by the agencies providing the services; that should make it easier to see
at a glance who is attacking what problems and how much is being invested in
each of the target areas.
