Rules discussion: Peggy Sidman, Office of General Counsel, presented a draft of
legislation which wraps all of the suggested Council Rules changes discussed by
the Rules Committee and subcommittees. The Rules subcommittee will meet again
to discuss some additional topics. When completed, the proposed Rules changes
will be shared with the full council for discussion and debate.
