There was a lengthy discussion about this bill, which articulates Council strategic plan initiatives for 1, 3, and 5 year intervals. Council President Bowman was in attendance to speak about the purpose behind this legislation, which is to identify priorities and a timeline that will carry over council leadership terms. CM Boyer noted that the initiatives as listed do not specify metrics, and she suggested dividing the year one initiatives amongst the committee in order to come back with proposed measures. CM Gulliford also mentioned that there may be more initiatives added by other council members. The committee members volunteered to examine each one of the first year initiatives and discuss metrics at the next meeting. CMs Gulliford, Pittman and Hazouri opted for the comprehensive crime reduction inventory, CM Schellenberg took park maintenance, CM Crescimbeni selected the litter control plan, CM Anderson chose downtown development of public spaces, CM Boyer chose clarifying the zoning code, and CM Gulliford said that while he will continue to work on the Mayport development plan, he believes that it should be a three year initiative, rather than a first year, due to the timeline. To allow for further time to work on the details, the Chair deferred this bill.

Prior to the adjournment of the meeting, there was a presentation by Peggy Sidman, Office of General Counsel, on Council Rules. Council Member Boyer submitted 5 proposed Council Rules changes: 2.102, 2.102 (d), 2.101, 2.102 (b), and 2.204.

 

·         Council Rule 2.102 (standing committee assignments): currently the rule designates policy matters that should be categorized by standing committee, but does not specifically list the names of those committees since they tend to change with council leadership. It was suggested that the committee names could be put back into the rule, or that the Council President could clarify the committee names and responsibilities through a charge memo.

·         Council Rule 2.102 (d) (waivers): the Rules indicate the use of a flow chart, which is not currently used.

·         Council Rule 2.101 (appointment to committees): some council members in the past have declined committee assignments. It was proposed that the Rules could require members to be assigned to at least one committee, with the right of refusal if assigned to a third committee.

·         Council Rule 2.102 (b) (budget review by standing committees): the Rules state that committees aside from Finance review the annual budget. This Rule could be adjusted to stipulate that only the Finance Committee review the budget.

·         Council Rule 2.204 (committee reports): currently committees may move to approve to deny bills, but a Rule change could permit committee motions to deny instead reducing vote confusion.

It was decided that these, and the previously submitted suggestions for Rules changes, be discussed in the Rules subcommittee noticed meeting to be held on October 15, 2018.
