Ms.
Sidman provided an overview of the chapters of the Council Rules to the
committee. Ms. Sidman also reminded the committee members to submit their ideas
for Rules changes for a future discussion. CM Boyer mentioned one rule
specifically for discussion, Council Rule 2.102 (c), which pertains to budget
analysis and review, wherein the
President shall, by written directive provided to the Chief of Legislative
Services and the chair of each standing committee, assign each standing
committee the responsibility to review and report on the operations and
functioning of each of the various departments, divisions, boards, commissions,
constitutional offices, and independent agencies, whose functions mostly align
with that standing committee.
