There was a lengthy discussion regarding this bill. Council Member Ferraro indicated that he views this legislation as government overreach and that parents should have the choice to make their own parenting decisions, not the government. CM Dennis explained that his intent is to create a culture of safety in the city, starting at City Hall. CM R. Brown said that through his inquiry, he found that there have never been any reported instances of domestic violence or child abuse in City Hall. CM Wilson noted that battery laws are already included in the Florida Statutes, and the bill stipulates that constitutional officers may set their own hit-free policies. There was concern over the role of city employees who may have to intervene in situations where their advice is not welcome or they also may be putting themselves at risk of retribution from the involved parties. There was also mention of the difference between spanking and hitting/abuse and consideration of the costs for signage and employee training. Twane Duckworth, Risk Manager, spoke about how intervention may impact employee liability, emphasizing that physical intervention should remain minimal. There were two speakers for public comment, one in support of the bill and one in opposition.
