Councilman Anderson asked about the clawback portion of this agreement, but Mr. Wendland said that the terms (1000 new jobs, $25 million in capital investment) are realistic and attainable.

 

 

The State agreement includes Return on Investment Criteria the City must meet on or before the 10 year anniversary of Completion Date:

-          The City must certify that private capital investment of at least $25,000,000 has been made and paid for by private businesses at the location of the project

-          The City must certify that 1000 New Jobs have been created

If these criteria have not been met then the State may demand the City to pay a penalty between $2,400,000 and $6,000,000.

Council President Brosche explained the intent of this task force, which is to examine public access with governmental processes. Councilman Ferraro inquired about how the members were selected and said that he has concerns about some of the proposed members. To take all council members perspectives into consideration, an amendment was put forward to vote on the bill with an amended charge letter- to include the names of the chair and co-chair but not the eleven other members. The amendment was approved and the bill was passed. A noticed meeting will take place before the next council meeting to discuss membership, and a floor amendment will be offered at the March 27th meeting to include the names of all 13 task force members.
