Bill Summary Failed 0-7 There was a lengthy discussion about the implications of
changing the residency distance requirements for sex offenders/predators,
which could be perceived by the public as a softer stance on a serious public
safety issue. Councilman Gulliford presented the example of the daycare
center in Mayport which was prohibited from opening due to a sexual predator
already living in the area. CM Gulliford also noted several research studies
which indicate that distance requirements do not reduce offenses or
recidivism, but instead push some offenders into homelessness when they can’t
find suitable housing. The committee consensus is that the sex
offender/predator policy needs further analysis, not just about distance
requirements, but holistically to assess what is best or the community.
Further meetings may be noticed to address this issue. The initial vote to approve failed 0-7. The committee then
reconsidered the bill with the intent to vote for withdrawal. The bill was
then tabled until the end of the meeting. The committee removed the bill from
the table, decided against the withdrawal and then agreed to let the original
0-7 vote stand. |
