agenda that had been prepared by the Council Auditor’s Office. There were five (5) items ready for action,

Member Becton, the measure’s sponsor, indicated that he had e-mailed a new
white paper on Saturday. On Friday, he had met with representatives of the
Northeast Florida Builders Association and had reached an accord on issues that
had been raised.
