The Chair, Council Member Al Ferraro, called the agenda meeting to order at  1:32 P.M.

 

The Chair reviewed the marked agenda that had been prepared by the Council Auditor’s Office.  There were ten  (10) items ready for action, six (6) items being deferred two (2) items being seconded and re-referred and one (1) item being withdrawn.

 

2017-632: ORD-MC Amend Part 4 (Resource Recovery Prog), Chapt 380 (Solid Waste Mgmt), Ord Code, to Update Dept Name & Amend References to Host Fees to be Consistent with new Part 7; Create New Part 7 (Constrn & Demo Debris Collection & Transp Franchises); Amend Part 6 (Nonresidential Solid Waste Collection & Transp Franchises) re Franchise Fees to make Part 6 Intent & Definitions consistent with new Part 7; Amend Sec 609.109 (Applicable Chapter & Parts), Chapt 609 (Code Enforcemt Citations), to Revise Violations of Chapt 380 to Class F Offenses.- WITHDRAW

2017-842   ORD-MC Amend Secs 656.313 (Community/General Commercial Category), to add Collection of Textile Recycling thru Bins as a Permitted Use in CCG-1 & CCG-2 Dists; Amend Sec 656.321 (Business Park Category), to add said Recycling in IBP Dist; Amend Sec 656.332 (Public Buildings & Facilities Category) to add said Recycling in PBF-1, PBF-2 & PBF-3; Creating New Sec 656.421 (Textile Recycling Bins), to Regulate the Performance, Placemt & Maint of Textile Recycling Bins within the City; Amend Sec 656.1601 (Definitions) to add Definition for Textile Recycling Bin; Provide Findings & Determinations as to Purpose; Provide Process & Procedure to initially Regulate Textile Recycling Bins-DEFERRED

 

2018-76   ORD-MC Amend Sec 21.07 (Fiscal & Budgetary Functions), Article 21 (JEA), City Charter, to create New Subsec M to Provide & Maintain Water & Sewer Lines in certain Pre-Consolidated Urban Areas-DEFERRED

2018-142 ORD-MC Amend Sec 21.04 (Powers), Article 21 (JEA), City Charter, to Provide that any Apv by Council to sell 10% or more of JEA must include the Call for a Subsequent Referendum to Apv Terms & Conditions of Sale-DEFERRED

 

2018-265 ORD Permitting 20; 45 degree Angle Parking Spaces on N/S of Ortega Blvd. btwn Roosevelt Blvd. & Venetia Blvd., Adjacent to 5344 Ortega Blvd-SUBSTITUTE/AMEND/APPROVE

 

2018-271 ORD-MC Amend Sec 654.111 (Design Standards: Streets), Chapt 654 (Code of Subdiv Regs), Ord Code, add new Subsec (O) to require a minimum roadway width of 24 ft for  residential subdiv in certain zoning districts, create new Subsec (P) to require a phased acceptance of roadways in residential developments in multi-step process further outlined by PW Dept.  Amend Sec 654.115 (Design Standards: Access to Public right-of-way), Chapt 654 (Code of Subdiv Regs), Ord Code to require new commercial developments fronting collector/higher functionally classified roads, provide for vehicular interconnectivity thru parking lots & svc roads to adjacent properties-DEFERRED

 

Though the marked agenda indicated that the item was ready for action, the Chair announced that it was his intention to defer the item.

 

Council Member Danny Becton, the measure’s sponsor, expressed his hope that the Chair would allow the Committee to act on the item.  He explained that there have been countless meetings and that the proposed legislation had been extensively vetted.

 

The Chair indicated that he wanted to hear what different parties had to say about the issues in the proposed legislation at meetings that have been scheduled this week.

 

 

2018-474 ORD  re Chapt 745 (Addressing & Street Naming Regs), Ord Code; Renaming "Gillen Street" to Cecil Wiggins Street"; waive the requirements of Sec. 745.105) (I) (2) and (3), Ord Code re the Requirement that streets may be renamed after a prominent person if the Person has been deceased for at least Five years and requiring person to reside within Five miles of the name change for at least Ten years; Waiving Requiremts of Sec 745.105 (k) (2), Ord Code, regarding fee to be paid by Citizen or Citizens' Group requesting street renaming; Directing Distribution of Legislation-DEFERRED.

 

2018-660 ORD-MC Estab Alta Lakes Community Dev District; Describing External Boundaries of  "Alta Lakes CDD"; Naming Alta Lakes CDD; Naming Initial Dist  Bd. of Supervisors; Amend Chapt 92 (Uniform Dev Districts), Ord Code, Sec 92.22  (Existing Community Dev Districts), to Include Alta Lakes CDD-AMEND/APPROVE

 

2018-661 ORD Amend the Beach Community Development District's Boundary, to Remove Approx 25.41 Acres from said District; Amend Chapt 92 Sec 92.22 to Memoralize reduction in acreage from previous Amendments and Current-DEFER.

 

 

2018-672 ORD Closing & Abandoning &/or Disclaiming vacant, unopened and unimproved  R/W in the vicinity of Herschel St and Lexington Ave, at request of adjacent propty owner Steven A. Griffin of Lexington Ave Propty,LLC-APPROVE.

, unopened and unimproved  R/W btwn Rampart Rd and I-295 West Beltway Expressway South at request of John H. Moye and Walter Smith of W. Smith Enterprises (Florida RV & Marineven A. Griffin of Lexington Ave Propty, LLCAmendment; Provide for Severability-APPROVE..

 

3028-674 ORD Declaring Surplus a Tax Reverted Parcel at 8910 Alligators Rd; Auth Conveyance  to Michael A. Mason, for amount of all delinquent taxes, together with interest and costs in accordance with Sec 197.592, F.S-APPROVE.

 

2018-676 ORD Granting a Non-Residential Solid Waste Collection & Transp Franchise to United Site Services of FL, LLC Pursuant to Chapt 380 (Solid Waste Mgmt), Part 6 (Nonresidential Solid Waste Collection & Transp Franchises), Ord Code;  Designate Oversight by Solid Waste Div, Dept of Public Works-APPROVE.

 

 2018-679 ORD Approp $333,913.90 (A Grant of $148,000.00 from FDOT & Transfer of $185,913.90 In previously approp funds from Bay St  Improvements - DIA Proj) to provide funding for Ocean and By St Drainage Improvements; Execute Construction Reimbursement Agreemt with FDOT; Amend Ord 2018-505-E to Transfer Funding from Proj Entitled "Bay St Improvements - DIA" and Provide funding for the Proj entitled "Ocean & Bay St. Drainage Improvements. Designate Oversight by Engineering & Construction Management Div of the Dept of Public Works-AMEND/APPROVE.

 

2018-682 ORD Auth an Agreemt with JTA Regarding Southwest Corridor Bus Rapid Transit (BRT) improvements; to ORD Approp $88,127.27  in Civil Fines & Penalties Rev from the Litter Trust Fund, with 70% used by JTA to keep Public Bus Stops & Shelters Maintained & Litter Free & 30% to pay Part Time Code Enforcemt Employees for Public R/W Enforcemt & to Conduct Public Awareness & Education Progs to advance Zero-Tolerance for litter; Apv Part Time Hrsrequest and authorize Public Works Dept and OGC to take necessary action to create, amend and/or modify applicable permit(s) to be issued and approved by Public Works Dept Works –AMEND/APPROVE.

2018-747 ORD-MC Amend Sec 21.07 (Fiscal & Budgetary Functions), Article 21 (JEA), City Charter, relating to JEA's Annual Contribution Payment; Apv Amend to Interagency Agreemt with JEA; Providing for Construction-2nd & REREFER.
