Attorney Steve Diebenow, agent for the developer, explained what the project (restaurant) entailed.  He particularly addressed the issues of parking and stormwater that had been raised as concerns.  Mr. Diebenow fielded numerous questions.

 

Assistant General Counsel Shannon Eller explained the development agreement between the City, Voto, LLC and First Coast Energy.

 

Eric Fuller, a resident of the area, requested that specific language be placed in an amendment to the ordinance that addresses a stormwater concern.  Other residents, realtors and the owners of the proposed eatery spoke in support of the ordinance.

 

Attorney Diebenow read into the record an amendment to the development agreement; the amendment  specifies that stormwater runoff on Ortega Boulevard shall be directed to the westside of the roadway.

 

Council Member John Crescimbeni wanted someone to explain how the City would be able to enforce components of the development agreement.
