The Chair, Council Member Al Ferraro, called the agenda meeting to order at 1:30 P.M.

The Chair reviewed the marked agenda that had been prepared by the Council Auditor’s Office. There were four (4) items ready for action, nine (9) items being deferred and five (5) items being seconded and re-referred.

2017-807	ORD-MC Amend Chapt 804 (Jax Traffic Code) Creating New Part 15 (Truck Route Regs), Ord Code, Secs 804.1501 (Purpose & Intent); 804.1502 (Definitions); 804.1503 (Truck Route Criteria); 804.1504 (Designated Truck Routes & Maps); 804.1505 (Signage); & 804.1506 (Evidence Required for Deviation; Enforcemt; Penalties); Planning & Dev Dept to provide Educational Component. -DEFER
2017-842	ORD-MC Amend Secs 656.313 (Community/General Commercial Category), to add Collection of Textile Recycling thru Bins as a Permitted Use in CCG-1 & CCG-2 Dists; Amend Sec 656.321 (Business Park Category), to add said Recycling in IBP Dist; Amend Sec 656.332 (Public Buildings & Facilities Category) to add said Recycling in PBF-1, PBF-2 & PBF-3; Creating New Sec 656.421 (Textile Recycling Bins), to Regulate the Performance, Placemt & Maint of Textile Recycling Bins within the City; Amend Sec 656.1601 (Definitions) to add Definition for Textile Recycling Bin; Provide Findings & Determinations as to Purpose; Provide Process & Procedure to initially Regulate Textile Recycling Bins.-DEFER
2018-76	ORD-MC Amend Sec 21.07 (Fiscal & Budgetary Functions), Article 21 (JEA), City Charter, to create New Subsec M to Provide & Maintain Water & Sewer Lines in certain Pre-Consolidated Urban Areas.-DEFER
2018-142	ORD-MC Amend Sec 21.04 (Powers), Article 21 (JEA), City Charter, to Provide that any Apv by Council to sell 10% or more of JEA must include the Call for a Subsequent Referendum to Apv Terms & Conditions of Sale.-DEFER
2018-265	ORD Permitting 20; 45 degree Angle Parking Spaces on N/S of Ortega Blvd. btwn Roosevelt Blvd. & Venetia Blvd., Adjacent to 5344 Ortega Blvd.-DEFER
2018-271	ORD-MC Amend Sec 654.111 (Design Standards: Streets), Chapt 654 (Code of Subdiv Regs), Ord Code, add new Subsec (O) to require a minimum roadway width of 24 ft for residential subdiv in certain zoning districts, create new Subsec (P) to require a phased acceptance of roadways in residential developments in multi-step process further outlined by PW Dept. Amend Sec 654.115 (Design Standards: Access to Public right-of-way), Chapt 654 (Code of Subdiv Regs), Ord Code to require new commercial developments fronting collector/higher functionally classified roads, provide for vehicular interconnectivity thru parking lots & svc roads to adjacent properties.-DEFER
2018-474	ORD re Chapt 745 (Addressing & Street Naming Regs), Ord Code; Renaming "Gillen Street" to Cecil Wiggins Street"; waive the requirements of Sec. 745.105) (I) (2) and (3), Ord Code re the Requirement that streets may be renamed after a prominent person if the Person has been deceased for at least Five years and requiring person to reside within Five miles of the name change for at least Ten years; Waiving Requiremts of Sec 745.105 (k) (2), Ord Code, regarding fee to be paid by Citizen or Citizens' Group requesting street renaming; Directing Distribution of Legislation.-DEFER
2018-620	ORD Granting Meridian Waste Florida, LLC a Nonresidential Solid Waste Collection & Transportation Franchise Pursuant to Chapt 380 (Solid Waste Mgmt), Part 6; Providing Oversight by Solid Waste Div of Dept of Public Works.
2018-624	ORD Apv Subordination of City Drainage Utility Interests to FDOT along the Arlington Expressway Svc Rd needed for Construction of Crosswalk along Arlington Expressway Svc Rd near Alderman Rd in front of the Arlington Eagle Apts.-APPROVE
2018-625	ORD Auth a Traffic Control Agreemt with Highland Glen Owners' Assn, Inc., Provide Authorization for JSO to Enforce Highland Glen Neighborhood's 20 MPH Speed Limit.-APPROVE
2018-648	ORD Auth a Subordination of City Interests to FDOT in a Slope Easement around the A.C. Skinner Pkway to allow FDOT to Transfer FDOT water from its pond on the Eastside of the Right-of-Way to the Westside of the Right-of-Way.-2^nd & RE-REFER

. 2018-651	ORD Auth The Dredging and Dredge Material Disposal License Agreemt for Bartram Island and/or Buck Island or Future Upland Spoil Site btwn JPA and City; Providing Oversight by Engineering and Construction Management Div of the Dept of Public Works.-2^nd & REREFER
