Chair opened a Public Meeting on the item. Attorney
R. T. Hainline explained what the proposed
legislation entailed. Assistant
General Counsel Susan Grandin explained that Section 4 of the amendment is
all new language. In addition, she
explained that though The District CDD may contract for security services in
the future, it is not intended to be a gated community. Council
Member Lori Boyer added comments that explained what the legislation entailed
as well. |

At the close of agenda items, the Commission had a
PowerPoint presentation by the Florida Department of Transportation (FDOT) on
roadway repair work projects and improvements on the Wonderwood
Connector. Eric Shimer, Project Manager,
FDOT, made the presentation.
Mr. Shimer explained that the Jacksonville Transportation
Authority (JTA) managed and constructed Wonderwood
Connector widening projects. The JTA
construction work was done in two phases: Wonderwood
Connector from Monument to Girvin, completed in 2004,
and Wonderwood Connector from Wompi
to Monument, completed in 2007. J. B. Coxwell was the contractor.
When the JTA Wonderwood Connector
construction work was completed, FDOT took over ownership and maintenance.
Mr. Shimer explained FDOT’s short and long term approaches for
the construction work to repair the corroded corrugated metal pipes. He explained the costs and construction time
allotted for the different phases of the project. FDOT is working from west to east. There are no lane closures during the
construction work.
A question frequently raised is why the work is taking so
long? Mr. Shimer explained that there
were two factors:
Plans production (typically a three to four year project)
and funding availability. The State has
invested an estimated $37.6 million in the Wonderwood
Connector project.
On an aerial view of the Connector, Mr. Shimer pointed out
and explained the various segments of the roadway repairs and fielded questions
on particular segments.
Council Member Jim Love wanted to know why corrugated metal
for the pipes was chosen instead of concrete?
Council Member John Crescimbeni explained that it was his
understanding that JTA had a construction contractor that failed to apply
anti-corrosion material to the corrugated metal pipes before the pipes were
buried in the ground.
Mr. Shimer fielded numerous questions on the various
segments and limitations of the project.
There being no further business, the Committee meeting was
adjourned at 3:02 P.M.
