(At the request of CM Love) Council Member Lori Boyer explained what the
legislation and third substitute entailed.
She referenced how the proposed legislation emanated from numerous
workshop meetings with wireless industry representatives, contractors and
vendors. The third substitute version
of the ordinance would increase the
size of pole mounted equipment from four (4) cubic feet to ten (10) cubic
feet. Deputy General Counsel Jason Teal provided
background on the ordinance and substitute and fielded questions. He explained that the legislation was
crafted to put the City of Jacksonville in compliance with the State of
Florida’s requirements for wireless communication antennas. Council Member John Crescimbeni indicated that
he would oppose and vote no on the proposed ordinance and substitute. He feels that the proposed antennas would mar landscapes in some of the City’s neighborhoods. A representative from AT & T, Heather
Duncan, fielded questions from the panel. At the suggestion of Council Member Jim Love,
the Committee voted to defer the measure for one cycle. Council Member Boyer said that while the
proposed legislation is not time sensitive, she implored the Committee to not
let the measure languish beyond one cycle. |

(At the request of CM Brosche) Council Member John Crescimbeni announced that
he would oppose this ordinance. He
explained that Date Palms are the wrong choice of tree to plant in the
medians. The trees are far too expensive ($4,700+ each); that the tree is not
native to Florida and that Date Palms are susceptible to a fungus that
shortens the trees’ lifespan. For
those reasons, he referenced a resolution recently passed by the Tree
Commission that implored the City not to purchase or plant Date Palms. Council Member Brosche said that she was inclined to defer the item to
provide its sponsor, Council Member Gaffney an opportunity to consider the information about Date Palms
that Mr. Crescimbeni provided and confer with the City’s Arborist, Kathleen
McGovern. |

apprised the Committee of his repeated and unsuccessful efforts to pursuade the City to
maintain a drainage easement on his
property. Public Works Department
Director John Pappas explained that the City had indicated its willingness to
maintain the easement on Mr. Jaster’s property but were reluctant to do so because
of his unwillingness to sign an agreement that enables the City to access his
property.
There being no further business, the
meeting was adjourned at 2:58 P.M.
