Attorney Katie Buchanon, agent for Cypress Bluff Community Development District, explained what the objectives of the CDD were and fielded numerous questions.  Assistant General Counsel Susan Grandin and developer Greg Barber fielded questions about the CDD as well.  Council Member John Crescimbeni asked both Ms. Buchanon and Mr. Barber how they would react to a future Florida Legislature’s attempt to preempt the City’s tree mitigation requirements and a discussion ensued on that question.

Council Member Lori Boyer explained that in reading the bill, she noticed that the preamble of the bill referenced reversion of funds language;  the reversion of funds language was not in the text of the bill; reversion of funds language was in the attached B.T.  Ms. Boyer offered an amendment that had the reversion of funds language noted in the attached exhibit.

In Public Comment, Mr. Mike Jagter again brought to the Committee’s attention  a drainage issue on his property that he feels the Public Works Department is not resolving.  John Pappas, Director, the Public Works Department, explained what his department proposes to do to resolve the problem but explained the property owner finds the proposed solution unacceptable.  The Chair, Council Member Ferraro, implored Mr. Jagter to meet again with the Public Works Department and try and reach an understanding on what needs to be done.

 

There being no further business, the meeting was adjourned at 3:31 P.M.
