Assistant General Counsel Susan Grandin explained what the substitute entailed and fielded questions.  Attorney Zach Miller provided some historical background that brought about the crafting of the legislation.  He fielded questions as well.

Deputy General Counsel Margaret Sidman explained what the legislation entailed.  She explained that the City is working closely with JEA on the construction work.  She explained that Citra Avenue is a short roadway with less than a dozen homes on either side of the roadway.  Council Members Ferraro, Morgan, Boyer, Hazouri and Dennis requested that their names be added as co-sponsors of the measure.

At the Committee meeting’s outset, there were two presentations.  There was an update on the Better Jax Plan (BJP) projects and a North Florida Transportation Planning Organization presentation on its TIP (Transportation Improvement Program) for FY 2018-2023.

 

Chief Administrative Officer Sam Mousa recounted how Council Member Lori Boyer had requested an update on BJP projects during a previous TEU Committee meeting.

 

Mr. Mousa explained that the Better Jax Plan had two advisory committees that meet quarterly to gauge and monitor the status of BJP projects.  There is the Financial Advisory Committee and the Projects Advisory Committee.

 

Mr. Mousa explained that the national economic recession during the Mayor Peyton years had an enormous detrimental effect on BJP projects. The lack of revenue because of a decline in sales tax resulted in numerous projects being placed on hold.  Today, BJP is experiencing a significant recovery; BJP is, in Mr. Mousa’s words, back up and running.

 

When the voters approved an extension of the gas tax in 2013, the City contracted with the Jacksonville Transportation Authority (JTA)  to embark on a number of roadway projects.  Today, however, JTA is unable to fund the construction or completion of four particular projects (Collins Rd/Blanding Blvd to Pineverde, Hartley Road, St. Augustine to SR13, Eastport Rd/Zoo Pkwy to I-295, and Clark Rd/Extension to Broward Rd.)  Mr. Mousa said that he is recommending that the City of Jacksonville complete these four projects.

 

Chief Financial Officer Mike Weinstein reviewed the financial status of BJP projects and dollars.

He indicated that the City is in good shape, particularly in the case of reserves in the event that something goes awry in the future.  The City may be  able to complete/close projects three years earlier than the targeted projects’ completion date.  He said that the City would be able to report that it met its obligations with regards to the Better Jacksonville Plan’s projects.

 

Council Member Lori Boyer decried the absence of the press that had been in the Chamber earlier in the day.  She explained that what Messrs. Mousa and Weinstein reported was very good and exciting news.  She noted how the public in the past had bemoaned the status of BJP projects that had been put on hold or uncompleted.  Now, the picture is brighter and the good news merits touting.

 

The Committee next heard a PowerPoint presentation on the North Florida TPO’s Transportation Improvement Plan (TIP).  Ms. Forrest explained what the short-term and long-term road projects were and the process of prioritizing the projects.  She explained that the long term road way projects list is updated every five years.  The City of Jacksonville annually tells TPO what the  City’s priorities are for particular road projects.  Council Member Boyer stressed the importance of the City regularly apprising TPO on its projects’ priorities.

 

Ms. Forrest and Scott Clem of the Florida Department of Transportation fielded numerous questions.

 

In Public Comment, Mr. Mike Jester explained the problems that he has encountered with the City’s easements on his property and flooding issues.
