COMMITTEE AGENDA MEETING MINUTES

Attendance: Council Members Al Ferraro (Chair), Aaron Bowman, Lori Boyer, Joyce Morgan; Council Members Sam Newby and Reggie Brown were in attendance; Assistant General Counsel Paige Johnston; Heather Reber, Council Auditor’s Office; Jordan Elsbury, Administration; Staci Lopez, Althea Henry Legislative Assistants; John J. Jackson, Council Research Division.
The Chair, Council Member Al Ferraro, called the agenda meeting to order at 1:31 P.M.
The Chair requested Heather Reber review the marked agenda that had been prepared by the Council Auditor’s Office. There were three (3) items ready for action, eleven (11) items being deferred, and four (4) items being seconded and re-referred.
The Chair announced that the first agenda item to be taken up at the Committee meeting would be Item #14, ORD 2016-196, Regarding Septic Tank & Water & Sewer Connection Grants for Comm Properties in the NorthWest Jax Economic Dev Area.
The Chair announced that JEA would be providing a presentation on local gas tax projects list.
Council Member Lori Boyer noted that Ordinance 2018-0189, Approp $250,000 from a Designated Spec Council Contingency for JSO Recruiting to Purchase & Install 10 addnl Rectangular Rapid Flashing Beacons (“RRFB”) Crosswalk Signals…, had not been assigned to TEU though she felt that since the measure had to do with crosswalks and roads, it should have been assigned to the Committee. She would apprise the Committee on how NCSPHS addressed the issue at its meeting earlier in the day.
There being no further business, the agenda meeting was adjourned at 1:33 P.M.
