discussion on this item. Council Member Sam
Newby, a co-sponsor of the measure, requested that Deputy General Counsel
Peggy Sidman explain what the proposed legislation entailed. Both Council Members
Newby and Reggie Brown explained that the legislation was needed to help keep
businesses from leaving Northwest Jacksonville because of their inability to
either repair their failed septic tanks or hook-up to the City’s water and sewer
system. Council Member Katrina Brown
recounted an instance where one
particular area business owner told her that it would cost
him an estimated $100,000 to connect to the City’s water and sewer system. She contended that JEA has no plan to resolve
these issues. Area business owners
cannot afford the costs of connecting with the City’s water and sewer system.
The connection grants in the legislation would alleviate the
financial challenges that prohibits businesses from remaining in the area. At the average cost of $30,000 per tank removal or replacement,
only 31 businesses would could be connected to City water and sewer lines
with the $1 million that this ordinance appropriates for the connector grants
program. Council Member Garrett Dennis
said that he would welcome the TEU Committee offereing
an amendment that would appropriate $2 million. The Office
of Economic Development would oversee the program. Council Member Jim Love indicated that he was
concerned that repairing or replacing failed septic tanks raised the issue of
recurring failed systems in the future. He felt that the more people
connected with the City’s water and sewer system, the better off the City
would be. Kirk Wendland explained
the process that would enable property owners to access connection grants to
defray the costs of acquiring certified septic tank repair contractors or
certified plumbers. Council Member John Crescimbeni felt that it was
imperative that the RFP process for certified plumbers and certified septic tank
contractors be competitive. It had to
be clear that the connection grants would be awarded to the property owners who leased property to
business owners and not directly to business owners. Mr. Crescimbeni expressed concern that in the
ordinance’s whereas clauses, references were made to grant funding available
for failed septic tank repair work but there was no reference to drain
fields. He offered an amendment that
would add drain fields to the ordinance’s language. Council Member Joyce Morgan requested to be added
as a sponsor of the ordinance. |

At the end of agenda items, JTA provided a on local gas tax road projects. The update on projects throughout the County was provided by Carter Rohan, Vice President for Construction and Capital Programs, JTA; he subsequently fielded questions with the assistance of Rich Pereira, Program Administrator, JTA, and Jessica Shepler, Director, Government Affairs, JTA.
Mr. Rohan indicated that the presentation was a brief update on JTA’s MobiityWorks program on ongoing activity since the January TEU Committee meeting update. For each project in various Council Districts throughout the County, the report provided a scope of the project and current activity (See attached handout).
There were a number of questions and comments on the Southside Boulevard/Atlantic Boulevard Intersection project in Council Districts 1 & 4. The scope of the project was to provide a complete design of at-grade improvements. JTA decided to put a hold on the $5.9 million project when the Florida Department of Transportation raised timing issues. There is no design activity at this time. Council Member Lori Boyer noted that an amendment to the Interlocal Agreement between the City of Jacksonville and JTA needed to be offered to enable the funds to be allocated to other priority projects on the local gas tax projects list. Mr. Rohan said that he would arrange a meeting with Ms. Boyer to discuss how to resolve the matter. The Chair, Council Member Al Ferraro, indicated that he would like to be a part of that meeting.
