TRANSPORTATION, ENERGY & UTILITIES COMMITTEE AGENDA MEETING MINUTES

March 19, 2018

Attendance:   Council Members Al Ferraro (Chair), Jim Love (Vice Chair), Lori Boyer, Joyce Morgan, Tommy Hazouri, Aaron Bowman; Assistant General Counsel Paige Johnston;  Heather Reber, Council Auditor’s Office; Jordan Elsbury, Administration; Staci Lopez, Legislative Assistant; John J. Jackson, Council Research Division.

 

The Chair, Council Member Al Ferraro, called the agenda meeting to order at 1:30 P.M.

 

The Chair requested Heather Reber review the marked agenda that had been prepared by the Council Auditor’s Office.  There were thirteen (13) items ready for action, ten (10) items being deferred, and five (5) items being seconded and re-referred.

 

On Item # 3, ORD-MC 2017-805, Amend Chapt 654 (Code of Subdiv Regs), Ord Code, Secs 654.106 (Definitions) to add Newly Created Definition for “Reconstructed Street”’ 654.111 (Design Standards: Streets)….Ord Code…, Council Member Joyce Morgan wanted to know why this item was being deferred again.  Council Member Lori Boyer explained that she had had a meeting last week with Deputy General Counsel Jason Teal, Assistant General Counsel Cherry Pollack and Assistant General Counsel Susan Grandin in an effort to resolve language issues with definitions.  Language in the proposed legislation was inconsistent with language in the Comprehensive Plan.  The group is still working on a resolution.

 

On Item #5, ORD-MC 2017-807, Amend Chapt 804 (Jax Traffic Code) Creating New Part 15 (Truck Route Regs), Ord Code…, Council Member Aaron Bowman reported that a meeting had been held last week with interested parties to address and resolve issues that some had with the proposed legislation.  Another meeting will be re-assembled.  There will either be a new ordinance or an extensively amended ordinance.  In either event, the measure will be deferred for at least a couple of months.

 

On Item #16, ORD 2018-121, Auth Transfer & Maint Agreemt with FDOT for SR109/University Blvd from Bartram Dr East to Cesery Blvd…., Council Member Lori Boyer indicated that she is likely going to request that the item be deferred because she had raised questions that had not been answered.

On Item #22, ORD 2018-141, Setting a Public Straw Ballot Vote Referendum as to whether the Council should call a Binding Referendum to Apv & Conditions of any Council Action selling more than 10% of JEA…., the Chair, Council Member Al Ferraro indicated that he will probably defer this item.  Council Member Tommy Hazouri inquired why the deferral?  Mr. Ferraro explained that he thought that consideration should be given to coupling this referendum issue with that in ORD-MC 2018-142, a referendum on the conditions and terms of a potential sale of JEA.
