6-1 (Crescimbeni) Amendments: 1. Clarify title and explanation of appropriation on the
amount of funds coming from each subfund 2. Strike “additional” from pg. 1, line 14 and pg. 2, line
11 3. Attach Revised Exhibit 2 to correct CIP Sheet Council Member John Crescimbeni
requested an explanation of what the legislation entails. John Pappas, Director, the
Public Works Department, explained the physical format of the proposed food
and beverage operation on the ground floor of City Hall. Currently, it is the area where vending
machines are located. He explained
that the Division of Blind Service would operate the shop and that they would
pay the staff. The City is paying for
the build-out. Council Member Crescimbeni
expressed his concerns about the current vending machines. He distributed photographs of vending
machines that were half empty; there were not many options on the variety of
snacks offered. Mr. Crescimbeni
explained that in view of the current state of the vending machines, he was
skeptical of the proposed food and beverage operation that would be the
purview of the same people that operate the vending machines. He indicated that he was inclined to vote
against the measure. Chief Administrative Officer Sam
Mousa fielded questions on the proposed food and beverage operation and likened
the fare that is proposed as similar to what is offered at the Brick in the
Ed Ball Building. When asked if the City could contract
with a different vendor to operate the complex, Mr. Mousa explained that
State Statute mandated that the Division of Blind Service had the right of
the first option to withdraw from the operation. Council Member Joyce Morgan thought
an extension of the operating hours should be considered, particularly for
the Tuesday nights when a number of people were at City Hall for City Council
meetings. |

At
the end of agenda items, the Committee heard a presentation from Jordan Pope,
Government Relations Manager, JEA, on JEA’s Backflow Checkup Program. He was assisted in fielding questions by Tom
Rauth, JEA, Manager, Pollution Prevention Programs.
Mr.
Pope explained that backflow is the flow of water in the wrong direction from a
customer’s water system into the public water supply. A backflow preventer is a mechanical device
that prevents, dirt, debris and other contaminants
from entering our drinking water. Since
the 1990s, the Florida Building Code has required backflow preventers on
irrigation systems.
The
Florida Department of Environmental Protection requires that residential
backflow prevention devices be tested once every two years and delegates authority to the Community Water System (CWS) to
implement a cross-connection control program.
The Community Water System for Jacksonville is JEA.
The
City of Jacksonville requires that a plumbing permit be issued for the
installation of an irrigation system and requires a backflow preventer as part
of the installation.
To
comply with State of Florida and City of Jacksonville requirements, JEA offers
to conduct tests for the backflow program; the customers would be billed $35.00
per test. JEA customers can opt to hire
their own contractor and must submit the test results to JEA to ensure that the
customer is in compliance with state regulations.
Mr.
Pope explained that to date more than two-thirds of customers
contacted want JEA to schedule the backflow test for them. Only 1% of customers have indicated that they
prefer to hire their own contractor.
The
Chair, Council Member Al Ferraro, indicated that he is troubled by the JEA
Backflow Checkup Program. He
characterized the program as a revenue stream.
To him, the program is an initiative with no real benefit being imposed
on communities by government.
Council
Member Lori Boyer suggested that a future topic for a TEU presentation could be
an update on the status of BJP (Better Jacksonville Plan) backlogged road
projects.
There
