Deputy General Counsel Jason Teal provided background information on the proposed legislation, indicating that representatives of Uniti Fiber were on hand to explain the work that their firm is doing in Jacksonville with wireless communications antennas.  Mr. Teal explained that Uniti Fiber has been working on the City’ rights-of-way for some time. 

 

Deputy Counsel Lawsikia Hodges explained the components of the substitute.

 

Uniti Fiber representative Chris Parra presented an illustrated PowerPoint that described the work that Uniti Fiber is doing to construct a fiber network in Jacksonville.  The presentation illustrated Uniti’s fiber network that spans Jacksonville and provides bandwidth connectivity for Jacksonville businesses. Maps depicted data centers, and cable landing stations in the Jacksonville fiber network.  The presentation defined a small cell and illustrated where Jacksonville’s approximately 100 small cells are located; they are concentrated around high traffic areas.  There were illustrations of the equipment for a small cell, particularly the antennae that are in use.

 

JEA is working with Uniti to allow their equipment to be mounted on poles in the “common area” below the lines of telecommunication companies; the company prefers to have its equipment elevated rather than on the ground.  He discussed the options for placing equipment unobtrusively in historic districts. Generally speaking, allowing taller poles means fewer will be needed to provide coverage of a given area; shorter poles means more are needed to propagate the signal.  Mr. Parra estimated that 20 small cell units will cover an area with a 1-mile radius, which is equivalent to the coverage area of the current large cell towers.  State regulations limit the height of small cell towers to either 10 feet above the height of other existing poles in the area, or, in in an area where there are no existing poles within 500 feet, to 50 feet maximum.  He said that the company prefers to not use traffic signal poles for this purpose because of the difficulties involved in installing and servicing equipment on those poles (getting permission from transportation agencies, closing off traffic lanes to access the poles from the right-of-way, etc.).

 

Council Member Bowman requested a comparison of what the Florida Statutes require/permit with regard to local regulation of small cell systems and what the pending ordinance proposes.  Council Member Crescimbeni suggested the appointment of a joint subcommittee of the TEU and LUZ Committees to further discuss this ordinance, along with a workshop to solicit input from the City, JEA, Scenic Jacksonville, citizens, and other interested parties.

He explained that the New Town area has been engulfed in drainage problems.  He implored the Committee to act on the ordinance because the people in the community have been promised that action was forthcoming that addressed and would alleviate the drainage problems.  The Chair decided that the item would be deferred because time constraints prevented him from asking questions that he felt needed raising.

From an historic perspective, Mr. Brost explained that initially utilities built distribution lines to meet a minimal level for performance and safety.  In the 1970s, underground construction became the norm for new installations.  In the 1980s, utilities began to focus more on improving power quality and reliability for customers.  JEA initiated programs to significantly improve the reliability and resiliency of its electric distribution system.

 

Initiatives included the inspection and pole replacement programs.  JEA performs industry standard vegetation tree trimming.  Mr. Brost explained future initiatives that JEA will be launching.

 

Mr. Brost’s discussion of the merits of overhead versus underground electric distribution brought numerous comments and questions from the Committee Members.  He explained that the underground electric distribution system was more expensive.  He explained that JEA fully supports underground systems; an adequate funding source is a problem.

 

Council Member John Crescimbeni felt that the underground distribution system was superior and cited the power outages in Hurricanes Matthew and Irma to bolster his argument. 

 

Council Member Lori Boyer asked Mr. Brost to explain the difference between “industry standard vegetation” that

JEA subscribes to and “enhanced vegetation management.”

 

 

In Public Comment, Jim Overton, who is with Scenic Jacksonville, spoke of the underground project as a means of saving money in storm recovery costs.  Doug Coleman and Alisha Graham (president) of Scenic Jacksonville joined Mr. Overton in support of an underground project.  Mr. Overton expressed his willingness to return to a Committee meeting with Scenic Jacksonville’s PowerPoint presentation.

 

The Committee continued to discuss various aspects of the JEA programs for electricity distribution in the aftermath of storms.

 

There being no further business, after the agenda items was completed the meeting was adjourned at 4:59 P.M.
