TRANSPORTATION, ENERGY & UTILITIES COMMITTEE AGENDA MEETING MINUTES

January 16, 2018

Attendance:   Council Members Al Ferraro (Chair), Jim Love (Vice Chair), Lori Boyer, Aaron Bowman; Assistant General Counsel Paige Johnston; Phillip Peterson, Council Auditor’s Office; Jordan Elsbury, Administration; Adri Maguire Segui, Legislative Assistant; John J. Jackson, Council Research Division.

 

The Chair, Council Member Al Ferraro, called the agenda meeting to order at 1:3l P.M.

 

The Chair asked Phillip Peterson to review the marked agenda that the Council Auditor’s Office had prepared.  There were three (3) items ready for action, nine (9) items being deferred, seven (7) items being seconded and re-referred and a request for the withdrawal of one (1) item.

 

Item #3, ORD-MC 2017-632, Amend Part 4 (Resource Recovery Prog), Chapt 380 (Solid Waste Mgmt)…, will be deferred while the special committee on waste management meets and deliberates on waste management issues.

 

Though marked for deferral, the Chair indicated that he was inclined to take up item #4, RESO 2017-733, Urging FDOT to name Bridge Number 720664 on U.S. 90/S.R. 10 bet Robinson Ave & Acorn St for Harry Frisch…Assistant General Counsel Paige Johnston explained that she had spoken with the measure’s sponsor, Council Member Garrett Dennis who indicated that he was ready to move forward with the resolution.  Mr. Dennis is hoping to have a member of the Duval Delegation sponsor state legislation.  At some point, he will move to have item #1, ORD 2016-534, Renaming Robinson Ave to “Harry Frisch Way,” withdrawn.

 

The Chair announced that there would be two presentations at the Committee meeting.  JTA would be providing an update on road projects and a representative of the Context Sensitive Streets Committee would be discussing pending legislation.

 

Council Member Lori Boyer would like the Committee to take a moment to discuss the possibility of a public education campaign to make the public aware of the recommendations of the Context Sensitive Streets Committee and the pending legislation on roadway and pedestrian practices and requirements.

 

There being no further business, the agenda meeting was adjourned at 1:35 P.M.
