Assistant General Counsel Paige Johnston explained that she had spoken with the measure’s sponsor, Council Member Dennis, earlier in the day and he is comfortable in moving this item.  He expects to contact the Duval Delegation and seek sponsors for legislation in the Legislature. At some point, Council Member Garrett will request the withdrawal of Ord 2016-534.

 

Council Member John Crescimbeni felt that Mr. Frisch could have been honored more significantly than merely having an overpass named in his honor.  Ms. Johnston noted that the City could still arrange to have a City structure or monument named in Mr. Frisch’s honor.

Council Member Boyer wanted to know what the funding source was for the build-out costs.

The Tax Collector, Mike Corrigan, explained that the funding source was money left over in the Tax Collector’s Fund that would normally be recaptured to the General Fund.

The Tax Collector explained the reasons why the expanded facility was needed.  There would be no new, additional personnel.

Prior to turning to the agenda items, the Committee heard two presentations.

 

The first presentation was an update on  road projects by the Jacksonville Transportation Authority.

Carter Rohan, JTA Vice President for Construction and Capital Projects made the presentation.  He subsequently fielded questions, assisted by Jessica Shepler, JTA Government Affairs Director.

 

Mr. Rohan reviewed projects that are a part of the JTA MobilityWorks program.  He reviewed various road projects in numerous Council Districts.   His review included the scope of each project and the timeline for completion.  Some of the projects have been completed while others are in construction , in design, or projects where contracts are in place to advance to design.  He reported that work has now been completed in all 14 County Wide Mobility corridors. 

 

Mr. Rohan fielded numerous questions from the panel.  Council Member Lori Boyer was particularly interested in knowing whether JTA standards for sidewalk design complied with the standards that the City has in its pending context sensitive streets legislation standards for sidewalk design.

 

Allen Iosue, Chairman of the Context Sensitive Streets Committee reviewed the pending legislation: 2017-805, 2017-806 and 2017-807.  He reviewed the history of the committee and its purpose.  Members were appointed to the committee by the Mayor and the City Council.  He reviewed each of the three proposed ordinances and fielded questions .

 

Council Member Boyer remarked that in the context of the enactment of the proposed ordinances, it was an opportune time to initiate a public campaign with possible public service announcements to broaden awareness of the safety issues for pedestrians and new roadway practices and requirements that should enhance public safety.
