President Bowman called the meeting to order and asked for the
committee chairs’ reports.
NCSPHS Committee: Council Member Newby reviewed the actions of the
committee from its meeting.
TEU Committee: Council Member Ferraro reviewed the actions of the
committee from its meeting.
Council Member Becton will offer a floor amendment to 2019-272 (ordinance
closing and abandoning Hidden Oaks Lane right-of-way) to incorporate the TEU amendment
and make several changes necessitated by the death of one of the signatories to
the agreement.
Finance Committee: Council Member Anderson reviewed the actions of the
committee from its meeting.
Rules Committee: Council Member Hazouri reviewed the actions of the
committee from its meeting.
LUZ Committee: Council Member Schellenberg
reviewed the actions of the committee from its meeting. He said that 2019-196 (Amending
Zoning Code to remove ability of Zoning Administrator to grant Administrative
Deviations in Downtown Overlay Zone), which will have a floor amendment, will
have to follow 2019-195 in sequence.
2019-220 (repealing sections of the Jax Ethics
Code): Council Member Crescimbeni will offer a floor amendment.
2019-261 (confirming appointment of Priyesh
Patel to the Police and Fire Pension Fund Financial Investment and Advisory
Committee) will be taken up out of order earlier in the meeting.
2019-73 and -77 (rezonings on San Pablo Road
and San Pablo Parkway): public hearing notices were incorrectly sent out when
they shouldn’t have been; the Council will hold public hearings since they were
advertised even though it’s not legally necessary.
President Bowman announced that there would be
a 2-item addendum to the agenda - 2019-361 and 2019-362 for introduction only
2019-238 (adopting regulations regarding
short-term rentals): Council Member Love said that the bill is scheduled for a
public hearing and he is in the process of having a substitute prepared to
alleviate concerns that he’s heard from interested parties. He would like to
explain the changes before public comment period (perhaps even at the beginning
of the meeting) so that the public is informed about the pending changes before
commenting.
Council Member Crescimbeni said that has made
a get-well poster for Council staff member Tristan Denmark who is in the
hospital and invited the council members to sign their names.
