  SUMMARY          Fact Sheet           FIN: Amend/App        5-2 Approve to
  Defer (CMs Anderson and Crescimbeni voted against deferral) There
  was a lengthy discussion about this bill, in which the Duval County School
  Board has requested that the City Council call a referendum for approving the
  School Board’s levy of a half-cent School Capital Outlay Sales Surtax. CM
  Boyer contended that the bill should be deferred to allow the incoming council
  members the opportunity to vote on it, as it would occur during their terms.
  Several council members expressed concerns about the financial aspects of the
  School Board’s plan and encouraged more time to vet the plan’s funding for
  capital projects. There was also mention of charter schools, which are not
  specifically referred to in the bill, although the vast majority of charter
  schools are located in more modern buildings as opposed to many of the city’s older
  public schools. CM Schellenberg mentioned his disapproval of the legal
  opinion written by the General Counsel that gave the council authority to
  reject the School Board’s request to put it on the ballot. Superintendent
  Diana Greene spoke against the deferral motion, warning that to kick this decision
  down the road will cause the district to incur millions of dollars for school
  maintenance. CM Hazouri said there has been a lack of due diligence on
  financial issues, and a lot of unanswered questions. School Board Chair Lori
  Hershey spoke about the benefits of such surtax in other school districts,
  like Orange and Hillsborough Counties. Ms. Hershey also stated that the bill
  is a request to hold a referendum so the public may decide the merit of the
  plan and surtax. ·

  SUMMARY     Defer Inspector General Lisa Green was in attendance to answer
  questions about this bill, which provides that Executive Council Assistants
  are subject to the employment policies of the City and City Council and that the
  Personnel Committee may
  take disciplinary action or discharge an Executive Council Assistant pursuant
  to and in accordance with all applicable rules and regulations of the city by
  a simple majority of the Personnel Committee. Ms. Green said that the current
  policy is inequitable because ECAs may receive different discipline based on
  the council member’s decision-making and all discipline infractions would be
  treated equally. However, any action taken by the Personnel Committee is
  subject to the Sunshine Law and therefore any disciplinary action would be
  made public. CM Crescimbeni expressed concerns about unintended political
  consequences. CM Boyer said that the bill needs tweaking to prevent abuse for
