Bill Summary: This bill establishes a Joint Planning Committee to serve as an advisory body to both the School Board and the City Council in matters relating to the selection and utilization of any and all sites for schools, libraries, parks, and community centers. The Committee is to be composed of 9 members (1 School Board member, 1 City Council member, 3 lay members appointed by the Superintendent of Schools, 2 lay members appointed by the Mayor, 1 lay member appointed by the Council President, and 1 lay member jointly appointed by the Mayor, the Council President, the School Board Chair, and the Superintendent of Schools to serve as Chair of the Committee). Provision is made for staggering of terms. Quarterly status reports are required, and a recommendations report which may be considered at joint workshops of the School Board and City Council is also required. The School Board and the City Council are to strive to hold joint workshop sessions no less than twice a year to address recommendations of the Committee.
Background Information: In Resolution 98-277-A, the City Council expressed its support of a Joint Site Planning Committee established by School Board resolution. It further expressed its intent to participate in the membership of that committee and to support jointly-held workshops. This has occurred, and the current resolution addresses various changes and clarifications suggested by a task force established to review the committee. In addition to providing a name change, the proposed resolution establishes the Joint Planning Committee in City of Jacksonville legislation. Joint advanced planning is intended to reduce costs and provide for optimum usage of facilities.
