Bill Summary: This bill creates a new Section 110.365, Ordinance Code, to establish a Special Prostitution Rehabilitation Trust Fund into which shall be deposited all monies received by the City as fines imposed for prostitution-related offenses under Section 614.134 (offenses involving sexually transmissible diseases), except those monies already allocated to the 1937 Police and Firemen’s Pension Fund. It is required that the monies be used only for support of Duval County-based prostitution rehabilitation programs (for both prostitutes and solicitors). The Director of Administration and Finance, after appropriation by Council, is authorized to make disbursements from this account. The appropriation is to be considered a miscellaneous appropriation and governed by Ordinance Code provisions concerning such. Section 614.134 is revised to provide that the use of the term "Department" means the Duval County Health Department (rather than the City’s Public Health Unit). Also, the listing of diseases to be considered by said Department for designation as sexually transmissible diseases is revised to replace human T lymphotropic virus type III (HTLV III) infection with Human Immunodeficiency Virus (HIV). Section 632.101(a)(4) is amended concerning class D offenses to include as a possible punishment completion of the prostitution rehabilitation program, if charged pursuant to Section 614.134.
