Bill Summary: This bill amends the development order for the Westside Industrial Park DRI (Development of Regional Impact) to incorporate certain proposed changes and modifications contained in the Notification of a Proposed Change to a Previously Approved Development of Regional Impact, dated April 2, 2004, and filed by Stone Mountain Industrial Park, Inc., Pattillo Construction Company, Inc., and H. G. Pattillo, as the land owners. It is found that such changes and modifications do not constitute a substantial deviation under Florida Statutes. Provisions concerning the mailing of notices and posting of signs are waived.
Background Information: The development is located in the vicinity of Pritchard Road and Bulls Bay Highway. The proposed changes extend the build-out date by 5 years to December 30, 2017, and the down-zoning protection date by 5 years to December 30, 2020; extend each phase by 5 years, with development rights from previous phases to carry forward until the build-out date; allow development of Phase III to occur prior to its scheduled start date, provided all prerequisites for such development are met; increase Commercial development rights by 20,000 square feet and extend such rights to a new approximately 9.89 acre parcel; reduce Industrial development rights by 500,000 square feet and extend remaining Industrial rights to a new approximately 117.89 acre parcel; recognize that certain transportation conditions relative to Pritchard Road and Beaver Street have been fulfilled; subject the DRI to biennial reporting pursuant to Florida Statutes; amend Master Plan Map H to incorporate additional lands, consolidate the majority of conservation lands into larger contiguous parcels, and reconfigure certain roadways, stormwater ponds, and internal uses; and, add various provisions regarding development rights, phasing, and down-zoning protection to the development order.
