Bill Summary: The bill amends Ordinance Code Chapter 602 – Jacksonville Ethics Code – to add language prohibiting an officer or employee of the City, within 3 years their retirement or termination of employment with the City, from being employed or compensated by any business entity contracting with or receiving funds from the City in a manner in which the former employee or officer was personally or substantially involved while on the City payroll. The penalty for violation of this prohibition shall be civil penalties not to exceed $10,000 or the amount of compensation received by the violating officer or employee, whichever is greater.

Background Information: The bill is proposed in response to two recent incidents in which former JEDC executive directors subsequently took jobs or contract employment with companies receiving JEDC economic incentives.
