Bill Summary: The bill appropriates $25,000 of ETR Bonds (Autumn Bonds) from District 13 excise tax revenue bond to assist efforts in restoration work of the Jacksonville Beach Colored School #144 exhibit maintained by the Rhoda L. Martin Cultural Heritage Center, Inc.  A reverter clause is included should the furniture not be restored.  The bill also authorizes the Administration to enter into a contract with Rhoda L. Martin Cultural Heritage Center, requests the Parks Department to insure contract compliance, authorizes use of Duval County School Board purchasing services, and waives requirement that Bond funds be used on City property.

 

Background Information: Refurbished furniture includes 2 teacher's desks, a rocking chair, and 2 cabinets.  The furniture will be placed in the original four classrooms of this old school as part of a permanent educational display.  The small school building has been moved to 376 4th Street South in Jacksonville Beach.
