Bill Summary: This bill appropriates a $4,913,816 grant from the United States Department of Health and Human Services to provide HIV related health and support services to persons with HIV/AIDS residing in the Jacksonville Eligible Metropolitan Area (EMA).  In addition, the bill appropriates ten (10%) percent of the grant in the event that additional grant funds are secured.  The bill provides that the funds shall carryover into Fiscal Year 2007-2008.  The bill further authorizes position additions and deletions.  No City matching funds are required for receipt of the grant.

 

Background Information:  The Jacksonville Eligible Metropolitan Area (EMA) consists of Duval, Clay, St. Johns and Nassau Counties.  The funds appropriated by this legislation provide outpatient medical care, medication, dental work, and mental heath and substance abuse treatment for approximately 3,200 men, women, children and infants.  Over the past 12 years, the EMA has received over 35 million dollars.
