Sponsor: Council President at the request of the Mayor

Date of Introduction: January 9, 2007

Committee(s) of Reference: ECID, TEUS

Date of Analysis: January 12, 2007

Type of Action: Designation of additional brownfield area

Bill Summary: The bill expands the City’s designated brownfield redevelopment area to match the boundaries of the recently-expanded city Enterprise Zone.

Background Information: When the City’s brownfield area was initially established in 2000 it matched the boundaries of the existing Enterprise Zone so that the incentives and benefits available under both programs would be available in a single, easily defined area.  Since then the city’s Enterprise Zone was enlarged in early 2006 pursuant to state law.  This bill enlarges the boundaries of the brownfield area to again be contiguous with the boundaries of the Enterprise Zone.  The brownfield expansion would cover the following areas:

  • Census tract 1 – Shaw’s Seafood and U.S. Gypsum (Evergreen Ave. and Nelms Street)
  • Census tract 8 – Prudential Building (Prudential Drive and San Marco Blvd.)
  • Census tract 104 – Hope Plaza (I-95, Clark Road, Interstate Center Drive)
  • Census tract 117 – East Coast Fruit and Norfolk Southern Railroad (Edgewood Ave.)

Policy Impact Area: Brownfield designation; economic development incentives

Fiscal Impact: Makes additional properties eligible to apply for brownfield incentive programs
