Bill Summary: The bill amends Ordinance
Code Chapter 664 – Parks and Recreational Areas, Facilities and Activities – to
create a new Section 664.402 – Authorized Commercial Event Street
Closings. The new section would permit
the Sheriff’s Office to issue a permit to temporarily close streets for the
purpose of allowing commercial recreational or special events, in accordance
with a number of regulations and conditions.
Such commercial closings would only be permitted in areas where
recreational resources are limited, where at least 60 percent of the occupants
of properties abutting the street proposed for closure approve in writing, and
where the street in question does not abut any residential property. The City Traffic Engineer would be required
to review and comment on all such proposed closures, the closure applicant
would be required to obtain a $1 million insurance policy listing the City as a
co-insured, and the applicant would be required to provide sufficient security
presence and restroom facilities to serve the anticipated crowd.
Background Information: The chapter currently
allows the Mayor to authorize temporary street closures for community
recreational activities (i.e. neighborhood block parties) in residential areas
where there are not parks of sufficient size to accommodate such events, but
does not address closures of streets in commercial areas or for commercial entertainment
purposes.
