Bill Summary: The bill approves Amendment Number One to our Sublease with the Florida Department of Environmental Protection, Number 4456-01 - West Jacksonville Greenway Connector.  The bill amendments the lease agreement approved by Resolution 200401306-A.  The amendment attaches and references Exhibit "A" to the sublease.  Exhibit "A" is the legal description to the Hawkins parcel that is being maintained as a residence by Howard L Hawkins for 12 months from closing date of the sublease transaction.

 

Background Information: The West Jacksonville Greenway Connector was created from the "Nemours" and "Hawkins" lands acquired by the City through Ordinances 2002-489-E and 2002-490-E as part of the Preservation Project.  Ordinance 2003-477-E executed an option agreement with the State of Florida and authorized the sale of the parcels to the State. Specifically, the parcels were sold to the Board of Trustees of the Florida Internal Improvement Trust Fund and that body has the title to the premises.  One of the terms of the Option Agreement was that the City would subsequently lease and manage the property.  Resolution 2004-1306-A authorized such a sublease to run for 50 years.  The property is now used as a trailhead for the Cary/Jennings Forest Connector and the Jacksonville-Baldwin Rails-to-Trails.  The properties consist of 64.5 acres and are located in Council District 11.
