Bill Summary: The bill makes several text amendments to the Capital Improvements, Transportation, and Infrastructure Elements of the 2010 Comprehensive Plan, and adopts a revised list of capital improvement projects that support the plan.  The bill adds the Wonderwood Connector Expressway to the list of list of controlled access highways in the city.  The bill also clarifies the criteria for levels of service A, B and C in the Drainage Sub-Element as follows:

  • Level of Service A applies to the hydraulic gradeline at the lowest roadway grade elevation at or above the 25-year design high-water elevation;
  • Level of Service B applies to retrofitting of existing drainage systems, not to new systems; and
  • Level of Service C is measured by water height at the finished floor elevation of structures.

 

Background Information: The amendments classify the new Wonderwood Connector for purposes of locating it within the Level of Service matrix for roadways, and clarify how the levels of service for drainage facilities are to be defined and applied.  The list of capital improvement projects adopted into the Capital Improvements Element is the 2006-11 CIP plan adopted by the Council in conjunction with the adoption of this year’s annual budget.
