Bill Summary:  This bill authorizes the Mayor and Corporation Secretary to execute a naming agreement with the Northeast Florida Equestrian Society relative to the sale of naming rights for the Equestrian Center to John A. Semanik to rename the facility to “Semanik Equestrian Center of Jacksonville.”  Ordinance Code provisions are waived for the naming of the City facility for a living person.  Section 111.110, Ordinance Code, is amended to change the trust fund name from “Cecil Equestrian Center Capital Improvement Trust Fund” to “Semanik Equestrian Center of Jacksonville Capital Improvement Trust Fund.”  An appropriation of $795,000 is made to provide funding for the City’s obligations to install certain signage and related improvements (estimated to be $75,000), to establish a $390,000 contingency fund for the Equestrian Center Phase II Project, and to restore $330,000 to the trust fund for its prior funding of a barn project at the Equestrian Center.  Provision is made for reversion of unused funds to the trust fund.  The Capital Improvement Program is amended for the Equestrian Center Phase II Project.

 

Background Information:  The naming agreement states that the Northeast Florida Equestrian Society obtained a $1 million cash donation from John Semanik, and that the society desires to contribute the proceeds from the gift, less the society’s payment of a commission, to the trust fund.  It is anticipated that the society’s contribution will be in the form of a one-time payment of $920,000.
