Bill Summary: This bill amends Chapter 116, Ordinance Code,
relative to administrative leave. The
terms “administrative leave” and “administrative volunteer leave” are defined
and clarified. It is provided that
administrative volunteer leave may be given to employees to provide up to 2
hours per pay period for qualified tutoring or mentoring services. Administrative volunteer leave may only be
provided to employees as long as no temporary hours, compensatory time, or overtime
are anticipated to be necessary to staff the time associated with the
administrative volunteer leave. The
Director of Human Resources, in coordination with the Children’s Commission and
the Community Services Dept., is required to develop and publish a plan
identifying qualified tutoring or mentoring services. Said plan is to be completed, published, and
filed with Legislative Services by July 1, 2007.
Background
Information: In this legislation, the Council finds that
affording City employees the opportunity to contribute to the improvement of
literacy and the educational levels of citizens while on paid administrative
volunteer leave serves a valid municipal and public purpose that should be
endorsed, furthered, and implemented.
