Bill Summary: The bill amends Ordinance
Code Chapter 342 – Construction Trades Regulation – to allow the Construction
Trades Qualifying Board to establish new criteria based on relevant experience
or training hours in the field, as determined by the board, for issuance of a journeyman’s
certificate for installers, servicemen, master maintenance craftsmen, property
maintenance craftsmen, specialty contractors or subcontractors.
Background Information: The Construction Trades
Qualifying Board is charged with administering the testing and licensing of
persons participating in the construction trades and proposing regulations and
licensing requirements as necessary to protect the public health, safety and
welfare. The current requirement for a journeyman’s
certificate in the areas listed above is 4 years of practical experience as an
apprentice or helper in the trade or craft concerned. This bill would allow the CTQB to adopt
alternative certification criteria that meet the public health, safety and
welfare test.
