Bill Summary: This ordinance appropriates $453,300 from the Spring Park and Barnes Road projects in the Better Jacksonville Plan to the Hendricks Avenue project to provide funding for change orders and close out the construction project, as initiated by B. T.  07-096. The bill provides that unspent funds shall revert to the funding source of origin.  The bill amends the 2006-2011 Five-Year Capital Improvement Program, approved by Ordinance 2006-789-E, to change the Hendricks Avenue project description because of an expansion in the scope of the Hendricks Avenue project to include additional construction and reconstruction.

Background Information: The Spring Park (Emerson to University) and Barnes Road Projects are located in Council District 4.  The Hendricks Avenue Project is located in Council District 5. The money transferred by this legislation was previously appropriated to projects in the Better Jacksonville Plan. According to the administration, failure to approve the transfer leaves the City exposed to monetary claims by the contractor.
