Sponsor: Council President at the
request of the Water and Sewer Expansion Authority
Date of Introduction: February 27, 2007
Committee(s) of Reference: F
Date of Analysis: March 2, 2007
Type of Action: Budget ordinance amendment
Bill Summary: The bill amends Ordinance
2006-788-E (the FY06-07 budget ordinance) by amending the Water and Sewer
Expansion Authority’s budget schedules to reflect the addition to the WSEA’s
revenues of an inadvertently omitted $421,196 fund balance contribution from
the JEA. The bill also amends the WSEA
budget to reflect the rollover of $394,800 from the FY05-06 budget to the
current budget as provided by recent Ordinance 2007-10-E. Finally, the bill reduces the WSEA’s budget for
supplies and applies the excess supplies funding, the JEA contribution and the
internal rollover funds to the Outside Consultants expenditure line.
Background Information: The WSEA intends to utilize
the additional funding to engage a consultant to help the authority leverage
outside funding sources to maximize the amount of work that can be accomplished
with the authority’s own revenue sources.
Policy Impact Area: Water and Sewer Expansion
Authority operations
Fiscal Impact: The bill increases the WSEA’s
FY06-07 revenues from $1,686,158 to $2,502,154, reduces the expenditure line
item for Supplies from $45,000 to $10,000 and increases the expenditure line
item for Outside Consultants from $649,370 to $1,500,366.
