Bill Summary: The bill amends the Council Rules to add a new rule, 4.607, that establishes the requirement of any ordinance with a waiver of the Code be approved by a minimum of two-thirds (2/3) of the entire Council.

Background Information: Last year, the Council's Special Committee on "Doing Business with Jacksonville" addressed the need to be more judicious in waiving Code provisions. Two outputs of the committee's work were to require that the bill must specifically state the use of a waiver and that bills with waivers must also be deliberated on by the Audit Committee.
