Bill Summary: The bill amends Council
Rule 2.102 – Standing Committees – to provide that the requirement that
legislation proposing to waive or except the Council Rules, the Ordinance Code,
or other policy, regulation or covenant be referred to the Rules Committee and
Audit Committee (or their equivalents in the future) shall also apply to bills
that did not propose such waivers or exceptions at the time of introduction but
are subsequently amended to include such waivers or exceptions.
Background Information: As a result of the work of
the Special Committee on Conducting Jacksonville’s Business the Council Rules
were amended to provide that any bill proposing at the time of introduction to waive a City or Council rule,
regulation, policy or code be referred to the Rules and Audit Committees. This bill clarifies that a bill not
introduced with such waiver or exception provisions but subsequently amended or
substituted to provide for such waivers or exceptions are also required to be
referred to the relevant committees.
