Bill Summary:  This bill appropriates $98,547.42 ($86,442.59 from the Duval County Alcohol and Other Drug Abuse Trust Fund and $12,104.83 from Investment Pool Earnings associated with said trust fund) to (1) assist HELP Center, Inc., with the costs of installing a heat pump air conditioning system and other renovations at its treatment facility at 511 West 11th Street ($23,547.42) and (2) assist Gateway Community Services, Inc., with the costs of additional bathroom facilities and a storage area at its treatment center at 920 Bridier Street ($75,000).  Provision is made for the carryover of appropriated funds into the 2007-2008 fiscal year.  Provision is also made for the exemptions from competitive bidding for supplies and services under subsections 126.107(d) and (e), Ordinance Code, to be utilized.  Compliance with sections 118.204 and 118.205 is required, with sections 118.201, 118.202, and 118.301(a)(5) being waived.  The Dept. of Community Services is required to oversee the projects.  Authorization is given for the Mayor, or designee, and Corporation Secretary to execute appropriate agreements, and Ordinance 2005-1051-E is repealed.

 

Background Information:  Ordinance 2005-1051-E appropriated $192,914 from the Duval County Alcohol and Other Drug Abuse Trust Fund to assist River Region Human Services with the cost of repairs, renovations, and furnishings for a treatment facility at 7500 Ricker Road.  Since the time of enactment, the costs have been determined to be excessive and River Region Human Services no longer operates or controls said facility.  The funds are being appropriated to assist two other substance abuse programs based in Duval County.
