Bill Summary: The bill declares the City’s intent to participate in the federal Department of Housing and Urban Development’s National Call to Action for Affordable Housing Through Regulatory Reform and to utilize the Council’s Affordable Housing Task Force as the vehicle to explore affordable housing through regulatory reform in Jacksonville. 

 

Background Information: The U.S. Department of Housing and Urban Development states that experts in the housing field agree that one cause for the lack of sufficient stocks of affordable housing is government regulation that drives up the cost of land and construction.  HUD has developed America’s Affordable Communities Initiative and has issued a “call to action” to state and local governments to examine their regulations that affect land and building costs and to seek ways to revise regulations to help make the construction of affordable housing more feasible.  The City’s Affordable Housing Task Force has been studying the issue of barriers to, and means of encouraging construction of, more affordable housing in Jacksonville, and is charged by the Council President to report its findings to the Council by September 7, 2007.
