Background Information: Presently, non-commercial vessels are prohibited from docking at the Jacksonville Landing, unless special arrangements or permission is provided by the Director of Parks, Recreation, Entertainment and Conservation.  This ordinance authorizes universal 10 minute passenger unloading and rafting of vessels at the Landing.  This legislation stipulates that mandatory rafting may be ordered whenever the boating public’s demand for dock space exceeds available dockage for mooring vessels individually to bulkheads, floating docks, fixed docks or pier.  It will be boaters’ responsibility to raft properly; the City shall not be liable for any damage to vessels due to improper rafting.
